If you need to make a few special washers then a simple way is to first start with a sheet of material of the correct thickness. Drill holes, the correct size for the centre of the washers, in lines across the sheet.
Then cut the sheet into squares leaving a argin slightly bigger than the diameter of the washer.
Now collect all of the washers up on a bolt that just fits through the hole. Spin a nut on and tighten up to bring all of the pieces of material together and clamped tight. You can then either add a locking nut or clamp end of the bolt in the lathe chuck leaving no room for the nut to unwind.
You can now machine the outer diameter of the washers to the correct overall diameter.
Unlock the nut(s) and release all of the washers.
You will need to clean up the edges.
